You need to have at least One Unique weapon upgraded to maximum of + 10/10 with Somber stones. NOT + 10/25 with Blacksmithing stones. If you have one, i will be able to drop every + 10/10 and +25/25 Weapon ingame
Then it comes fully upgraded

if you don't have any +10 weapon i will be able to drop only + 0, basic ones
